It was followed by other measures for subduing the spirit of the vanquished Highlanders��the disarming act, the abolition of heritable jurisdiction, and the prohibition of the Highland costume. Numbers of persons fled from the different towns to the frontiers of Holland, trade became stagnant, manufactories stood empty; the whole country began to assume a melancholy and ruinous aspect. Many of the refugees, formed into revolutionary clubs by French emissaries, were prepared not merely to oppose Joseph's despotism, but all monarchical government whatever. A powerful body of these placed themselves under the leadership of Van der Noot, a lawyer, who assumed the title of plenipotentiary agent of the people of Brabant; and of Van der Mersch, an officer who had served in the Seven Years' War, who was made their commander-in-chief. These two men were in league with the new Assembly of Breda, and issued their proclamations. These Trautmansdorff caused to be burnt by the executioner. The patriots in Brussels who sympathised with those in arms were, many of them, arrested; the citizens were disarmed, the fortifications strengthened by palisades, and every means of defence was resorted to. On the 21st of January another great breach was made, and another attempt to carry the place by assault; but it was repelled with terrible slaughter, upwards of six hundred men being killed or wounded. At the same time, Meer Khan, with eight thousand horse, endeavoured to cut off a great train of camels and bullocks bringing up provisions, but was defeated, as were the united[514] forces of Meer Khan, Holkar, and the Rajah of Bhurtpore, in a similar attempt to intercept another provision train on its way from Agra. In order to compel Lake to raise the siege of Bhurtpore, Meer Khan made an incursion with his own cavalry, and a powerful reinforcement of Pindarrees, into the Doab, the Company's territory. But Lord Lake was not to be drawn away from the fort. He despatched Major-General Smith with a body of horse and the horse artillery, who followed the track of Meer Khan, marked by burning villages and desolated fields, and coming up with him, on the 1st of March, near Afzulgur, he routed him with great slaughter, dispersing and almost annihilating his force. During this expedition, which lasted a month, and in which the British crossed and re-crossed the Ganges and the Jumna several times, they gave a splendid example of the effective condition of our troops in India. But the position of Buonaparte was far from being secure or satisfactory. Though the soldiers had come over to him, and endeavoured to rouse the populace of Paris to shout for his return, it was in vain. The Guards, incensed at their silence, struck them with the flat of their swords, and bade them cry, "Napoleon and Liberty!" but, though they saw that Napoleon had returned, they very much doubted whether he had brought liberty with him, and they remained cold and indifferent. They saw the armies of the Allies looming again in the distance, and they gave no credence to Napoleon's ready lies that he was at peace with them. But he omitted no exertions to enter into such a peace. He dispatched messengers to every Court, offering to accept the terms of the Treaty of Paris, though he had repeatedly avowed that this treaty consummated the disgrace of France. To these messages no answers were returned. It was already determined that he should receive no communication from the Allied sovereigns but in the shape of overwhelming armies. They had proclaimed, in their Congress at Vienna, and in their new Treaty of Coalition, that he had forfeited every claim to consideration, and the British House of Commons had fully coincided with them, and already upwards of a million of soldiers were in arms, and in march towards France to finally crush him. During the interval that elapsed between the opening of Parliament and the introduction of this measure, society was in a state of nervous anxiety and suspense, which became at length almost unbearable. Petitions poured into the House of Commons from every part of the United Kingdom, conveying the earnest desire of the people for a real representation, which would put an end to the influence of the aristocracy in returning its members. They recommended, as the best means of effecting these objects, that the duration of Parliament should be shortened, that the suffrage should be extended, and that elections should be by ballot. They expressed their conviction that a fair representation of the people would prevent manufacturing distress, commercial embarrassment, and violent fluctuations in the currency; that it would prevent unjust and unnecessary wars, and would restrain the profligate expenditure of the public money on placemen and pensioners. Itinerant orators were employed by the political unions to hold meetings for the discussion of all questions of this kind, while the press put forth its gigantic power with tremendous effect, in the provinces as well as in the metropolis. That "being a Netherlander" had become my stock-argument, and, as a matter of fact, it made me feel calmer. Quietly I made myself free of the surrounding crowd, in order to proceed on my way; but then they got hold of my arms and gently tried to induce me to go with them, so I had to speak more firmly to make them understand that they could not prevail on me. When at last I was able to resume my march, they looked back frequently, shaking their heads, and in their anxiety for me, their fellow-creature, they seemed to forget for a moment their own hardly bearable sorrows. I walked about a little longer to examine the damage done. The fine Pont des Arches was for the greater part destroyed by the retreating Belgians, as well as the Pont Maghin. This is a pity, especially as regards the first-named bridge, so famous as a work of art, and the more so as other bridges had not been touched and could be used by the Germans. The bombardment did not damage the town to any great extent, but it was remarkable that the largest houses had suffered most. A short time after the destruction I was even obliged to accept it for a whole week, as on the same day on which I arrived in Louvain for another visit there was renewed fighting round the town. The Belgians had advanced as far as Rotselair, where the next day they held their ground against overwhelmingly superior numbers; but at last they had to retire, leaving a great many dead behind.
